 1.加強*宏觀調控,優(yōu)化江蘇高等教育結構

 江蘇高等教育的總體規(guī)模雖名列全國第一,但在整體結構上還很不協(xié)調。從層次結構看,高校必烈嚴重失調。在全國37所研究型大學之中,江蘇只有<a target="_blank" href="/academy/detail/742.html" title="南京大學">南京大學</a>、<a target="_blank" href="/academy/detail/747.html" title="東南大學">東南大學</a>2所;而北京有9所,上海有6所,江蘇與天津、遼寧、湖北、廣東、陜西等六省市并列第三名。在國家重點建設的38所“985”高校中,江蘇也只有南大、東大2所,而北京多達9所。由此看來,在高等教育中起領軍作用的一流的研究型大學和“985工程”的高校,江蘇不僅與北京、上海相比顯得太少,就是在本省的115所高校中所占的比例還不到2%,為數(shù)甚少。高等職業(yè)技術院校雖然有70多所,但都是清一色的??茖哟?,層次偏低。再從地區(qū)結構來看,江蘇的13個地級市雖然都已建立了高校,但在地區(qū)分布上極不平衡。全省高校主要集中在蘇南地區(qū),南京是全省高校最密集的地區(qū),而蘇北的徐淮鹽連宿5市的高校則很少。江蘇的11所“211工程”高校中,蘇北只有1所——<a target="_blank" href="/academy/detail/758.html" title="中國礦業(yè)大學">中國礦業(yè)大學</a>,其余也全都分布在南京和蘇南地區(qū)。因此,在建設高教強省的過程中,江蘇省*和省教育廳應該利用政策、立法和財政撥款等手段對高等教育實行有效的宏觀調控,制定出江蘇高等教育整體結構的不斷優(yōu)化。在此次結構上采取“抓兩頭,促中間”策略,對高校實行分類指導,使不同層次類型院校按一定的比例,在堅持各自特色的基礎上,分層分類協(xié)調發(fā)展。對于高等職業(yè)教育的發(fā)展,筆者認為江蘇特別是蘇南地區(qū)的高職教育在現(xiàn)有??茖哟蔚幕A上,可以適當發(fā)展一批本科層次的高職院校,其實這也是高職教育本身發(fā)展的要求。對蘇北地區(qū)的高校仍需一定的政策和資金傾斜,需要集中高等教育資源,以某幾所高校、某些學科為突破口,努力提高辦學質量和辦學水平,以期迅速提升在全省以至全國的地位和影響力。

 2.打造一流研究型大學和一批一流學科
 <br/>
 一流大學是高等教育體系中的中堅力量,也是衡量一省高等教育質量和水平的重要標志。一流大學、一流學科能創(chuàng)一流的教育質量,能出一流的研究成果。世界高等教育強國都擁有世界一流大學和世界一流學科。在一流大學建設方面,江蘇省與其它省市相比較,步伐顯得相對遲緩,更多地是觀望等待,缺乏開拓創(chuàng)新精神。自20世紀90年代以來,我國高校的實質性的合并和重組已勢在必行,特別是1998年新<a target="_blank" href="/academy/detail/827.html" title="浙江大學">浙江大學</a>的成立,拉開了我國一流大學實質性合并重組的序幕。隨后,新北大、新復旦、新上海交大等相繼成立,這表明,我國的一流大學正在向綜合化方向發(fā)展。通過合并與重組,許多高校的綜合實力得到大大提升。浙江大學自合并以來,其地位和在全國的影響力不斷提高,綜合實力已連續(xù)7年排在大學排行榜的第3名,僅次于清華、北大之后。<a target="_blank" href="/academy/detail/658.html" title="上海交通大學">上海交通大學</a>2002年在全國排名第10位,2003年、2004年都是第9名,2005年和上海<a target="_blank" href="/academy/detail/15661.html" title="第二軍醫(yī)大學">第二軍醫(yī)大學</a>合并后,綜合實力明顯上升,排名已升至第7位,2006年的排名已超過復旦和南大,升到第4位。

 因此,江蘇的一流大學建設,我們不妨借鑒一下浙江大學和上海交通大學等高校成功跨越的經(jīng)驗,把南京大學和東南大學進行合并重組,實行強強聯(lián)合,實現(xiàn)優(yōu)勢互補,把它建成國內一流,世界知名的高水平大學。同時,江蘇要集中力量建設20所高水平大學,特別是要大力加強對“211”高校的建設,使它們盡快都建成國內一流的研究型大學,讓江蘇高等教育體系中的這些中堅力量實力更強,影響力更大,帶動江蘇整個高等教育發(fā)展水平的提高。

 學科建設,特別是重點學科建設是提高學校教學、科研水平的核心環(huán)節(jié),也是提高學校綜合實力的基本保證。大學擁有一流的學科,才能出一流的教學質量和一流的科研成果。加強重點學科建設是江蘇要建設高教強省的必然要求。江蘇現(xiàn)有國家級重點學科110個,省級重點學科112個。按照江蘇省的教育發(fā)展規(guī)劃,預計到2010年江蘇將建成120個國家級重點學科,200個省級重點學科。更為重要的是,江蘇要在這些重點學科建設中重點建成一批國內一流、世界有影響力的學科和學科群,為經(jīng)濟和社會的發(fā)展提供更多的原創(chuàng)性科研成果。

 3.增加財政投入,多渠道集資辦學
 <br/>
 教育經(jīng)費的投入問題,是整個世界高等教育面臨的共同難題。在我國,今年來隨著高等教育大眾化程度的不斷提高,經(jīng)費短缺已成為制約高等教育進一步發(fā)展的嚴重障礙。各級*重視不重視教育,是不是把教育真正放在優(yōu)先發(fā)展的戰(zhàn)略地位,關鍵要看對教育的投入。江蘇要建設高教強省,*部門必須把對教育的投入由認識上的重視轉化為實際的行動。要加快經(jīng)濟體制的轉軌,加快事業(yè)單位改革,*應從目前仍在部分包辦的一些應當由企業(yè)、私人和市場從事的活動中逐步退出,調整財政支出結構,加大對教育等公共項目的支出,逐步提高財政性教育支出占國內生產(chǎn)總值的比重,要力爭在短期內使對教育的財政投入達到國家規(guī)定的4%的標準。
 <br/>
 拓寬教育投入渠道,我們有必要學習美國等發(fā)達國家高校接受捐資辦學的經(jīng)驗,鼓勵公眾人物、社會名流等社會各界人士包括海外華人華僑對高校進行捐資助學。據(jù)說美國大學校長三分之二的時間是用來向社會各界宣傳辦學方針、師資水平和學術成果,以爭取到更多社會人士的支持,籌措更多的辦學經(jīng)費。我省高校在這方面都做了一定的工作,許多學校都有以個人或企業(yè)集團名義設立各種助學金和獎學金,也有一些學校曾受過邵逸夫先生的捐贈,建起了逸夫館、逸夫樓等。吸引社會捐贈,在一定程度上緩解了學校辦學經(jīng)費短缺的情況。我省完全可以借鑒國外的做法建立起江蘇的捐資助學制度,不斷拓寬社會捐資助學的思路和途徑。

 高等教育不再是一種完全意義上的公益性事業(yè),它是一種知識產(chǎn)業(yè),具有一定的產(chǎn)業(yè)屬性,必定有一定的收益性。積極探索公辦高校的股份制辦學改革,在“誰投資,誰受益”和“互利、互惠”的原則下,積極鼓勵企業(yè)購*股份,為高校提供辦學資金。但考慮到企業(yè)投資高校的短期直接收益可能會比較小,投資興趣會不高。因此,可以通過合同的形式,讓高校為企業(yè)提供一定的服務。比如高校為企業(yè)進行“訂單培養(yǎng)”,培養(yǎng)和培訓他們所需要的對口人才,或為企業(yè)提供技術研發(fā)和咨詢等。
 <br/>
 發(fā)行教育彩票是拓寬教育經(jīng)費投入的一條新思路、新渠道。近年來,體育彩票、福利彩票的發(fā)售,人們躍躍欲試,爭相認購,說明彩票的發(fā)行有一定的社會基礎和巨大的市場潛力。教育彩票的發(fā)售可以借鑒體育彩票和福利彩票的經(jīng)驗。教育彩票可以針對社會不同群體的需要,增加品種,豐富其發(fā)售方式;并可以使這項工作逐步規(guī)范化、系統(tǒng)化、產(chǎn)業(yè)化。通過發(fā)行教育彩票,聚集社會資金投入教育,使教育經(jīng)費的來源逐步擺脫對財政的依賴;還能在全社會形成人人支持教育的氛圍。教育彩票中獎者獎金所扣的個人所得稅,可以將它設定為助學金和獎學金等形式。

 4.南北高校辦出

 特色是大學的立校之本、也是大學的生命力所在。大學有特色,才會有實力,才有競爭的優(yōu)勢。走特色化辦學之路,不僅是高校本身保持生機與活力、實現(xiàn)可持續(xù)發(fā)展的必然選擇,更是建設高教強省的必然邏輯要求。目前,江蘇要建設高教強省,不能僅僅依靠某一類型的學校,更不能僅靠一兩所或幾所大學成為一流大學就使江蘇成為高教強省,而要有一大批學校在國內不同類型的高校中能形成自己的比較優(yōu)勢,辦出自己的特色。高校走特色辦學之路,既要有個性化、特色化的辦學理念和指導思想,更要有特色的專業(yè),有特色的課程,培養(yǎng)出有特色有個性的的學生。在江蘇的115所高校中,真正辦出特色的學校還不多。各高校一定要在突出個性上下功夫,形成自己的辦學特色。江蘇省委、省*已明確要求各高校要堅持科學定位、發(fā)揮優(yōu)勢、錯位競爭、協(xié)調發(fā)展,努力形成自身特色。一所高校即使在整體上沒有明顯的優(yōu)勢,但只要在某些學科、某些專業(yè)上辦出自己的個性特色,做到“人無我有”,那就是優(yōu)勢,就是實力。蘇南、蘇北的高校在人才培養(yǎng)目標的定位,學科和專業(yè)的設置上,必須要提高與地方經(jīng)濟與社會發(fā)展的密切度,以地方經(jīng)濟和社會發(fā)展對人才的不同要求形成自己的辦學特色。蘇南高校要適應蘇南新型工業(yè)化的發(fā)展要求,為新型工業(yè)的發(fā)展培養(yǎng)更多的工程技術人才。蘇北高校同樣要立足地方經(jīng)濟社會的發(fā)展,比如,連云港的高校應以海洋生物工程和水產(chǎn)養(yǎng)殖、鹽城的高校應以沿海灘涂資源開發(fā)和海洋化工、淮安的高校應以瓜果蔬菜和花卉苗木來形成各自的辦學特色,培養(yǎng)當?shù)亟?jīng)濟社會發(fā)展急需的應用型人才,增強高等教育對當?shù)亟?jīng)濟社會發(fā)展的服務能力。<a target="_blank" href="/academy/detail/736.html" title="鹽城師范學院">鹽城師范學院</a>為開發(fā)江蘇的沿海灘涂生物資源而建立的灘涂生物資源與環(huán)境保護實驗室已成為江蘇省的重點實驗室;為開發(fā)江蘇沿海豐富的風能和潮汐能,鹽城地區(qū)高校的科研項目應以風能和潮汐能發(fā)電的技術開發(fā)與應用研究為課題進行立項作為自己的特色項目。這種立足地方經(jīng)濟和社會發(fā)展而形成的特色辦學與特色科研,將使這些地區(qū)的高校在江蘇的高等教育體系中確立起牢不可替的地位。

 江蘇不同層次、不同類型的高校必須在堅持各自辦學特色的基礎上,在人才培養(yǎng)、學科建設、科研創(chuàng)新等方面,在各層次、各類型中都要爭創(chuàng)國內一流。江蘇既要有一批高水平的研究型大學,也要有若干所國內一流的應用型本科院校,更要有一批全國一流的具有示范性的高等職業(yè)院校。以高等職業(yè)教育為主的<a target="_blank" href="/academy/detail/731.html" title="常州大學">常州大學</a>城就應打造成全國高等職業(yè)教育一流的人才培養(yǎng)基地和技術創(chuàng)新基地,為蘇南地區(qū)乃至全省經(jīng)濟的發(fā)展培養(yǎng)出一流的技術工人和帶來更多的技術創(chuàng)新。

 5.進一步加強國際合作與交流,提高江蘇高等教育在國際上的競爭力

 當前,江蘇的高等教育的質量和水平發(fā)達國家相比,還存在著相當大的差距。為盡快縮短這個差距,參與國際合作與交流是我省高等教育今后發(fā)展的一個必然選擇。加強國際合作與交流,我們既堅持要“請進來”,又努力要“走出去”,實現(xiàn)雙邊和多邊交流與合作。首先通過國際合作與交流,要借鑒國外先進的教育思想和辦學理念,并結合我省高等教育的現(xiàn)狀,指導我省高等教育的發(fā)展。其次要開展一些實質性的國際合作與交流活動,引進國外優(yōu)質的高等教育資源,為建設高教強省提供服務??梢圆捎门c外國同類高校相互交換培養(yǎng)學生,擴大我省的留學生教育(包括派出留學生和引進留學生);聘請外國專家來校進行教學與科研;尋求與國外高校或科研機構開展科研項目合作;派教師出國進修和開展學術交流;引進外國比較知名的高校來我省進行中外合作辦學;積極嘗試和探索與國外高校開展學歷和學位互認。此外,我省有條件的高校,要積極探索走向國際教育市場。要把具有中國文化特色的漢語言文學、中醫(yī)學、藝術推向世界,盡早實現(xiàn)在境外辦學,以逐步提高我省高等教育在國際上的影響力和競爭力。
